No. Because both trundler and JOJO are in contention for Hobbs and JOJO's bid is higher.

Will be good if you lay down the algorithm step by step if you don't mind. I have so far been assuming that only way you can get your 2nd choice player is if no one had that player as their 1st choice.
Priority Order only influences which player we get if we win with bids for multiple players essentially.

If a drafter's first priority has been outbid then his second preference becomes his first (as you pointed out earlier in the draft). So JOJO's second preference (Hobbs) has become first since cricaddict got Faulkner. And JOJO has bid higher than trundler for Hobbs so JOJO gets Hobbs while trundler's second priority now becomes first priority.
Another way of looking at it is that I look at a player, let's say Hammond and see that JOJO has bid the highest for him. But I check if JOJO got his first or second priority pick and if he did then I consider the second highest bid for Hammond (i.e. trundler's in this case) and see if he got his first priority pick. And since he hasn't trundler gets Hammond in this case.

Ok, so all players go in auction at once. If one drafter wins more than one, they get their higher priority player. Then auction happens again but with player-drafter pairs sorted out in first round. And so on...
