Yep 100%. If tier 2 tests are to work, it needs financing by the ICC to avoid losses, as well as promotion and relegation, which should include the big 3. Its that simple. So it won't happen.
It’s far deeper than that as the game probably needs rebuilding from the ground up in the region

Who’s going to pay for it?

What guarantee is there that the regional bodies won’t squander it as they have done repeatedly in the past?

Yeah Gillespie fell off a cliff at the age of 29ish

I saw him at the Gabba against the Kiwis in late 2004 and something was off about his bowling then so it wasn’t as if he got to England in 2005 and suddenly crumbled under pressure

He went from very sharp to floaty in the space of 12 months

He retired at about the same age as Cummins is now because he had lost whatever had made him a top bowler
Back in 2001 a few of the guys in the NSW team rated him the hardest bowler to face, but things had obviously changed dramatically by 2005.

Well I was looking forward to listening to the game on the radio at work...
I know you're a fan of the pink ball but....

Imagine Spark Jnr about the age of 7 getting excited because you've told him you have tickets to the night session on day 3
After days of anticipation and flowing emotion you find you have to tell him you can't go only an hour or so before you should leave.

Is anything you say going to make you a good Dad?

''Boo why daddy why''

""um err''

"WAHH

"because sometimes they randomly play a game with a pink ball and it doesn't last very long''

Pink ball tests work in a place like Adelaide because:

a. tests there used to be attritional affairs

b. night matches give workers in the cbd the opportunity to come to the ground or watch on the box after work

c. the ground has been redeveloped and is part of a major entertainment precinct so other people turn up for the experience

Places like Jamaica have none of those dynamics

Don't need two tiers , if your system cannot produce batters , you've gotta do what associates and countries like NZ and England do, scout the other test nations for players that are developed with decent FC stats who may want a change , if that means relaxing the foreign quota in domestic cricket do it , even if they don't have carribbean links like a Bell-Drummond, if they are willing to relocate and be eligibile to play for the WI take them on , there are plenty of players from Asia, South Africa who would move to the Carribbean. Use the local T20 leagues also as bait to lure foreign players. It's come to that point I think

These were three competitive tests. Would have loved to watch 'em but the time of day hasn't been quite right.

For those who've been watching, how much closer might they have been if the Windies had won all three tosses? They were in every test until the final innings.
Wouldn't say tosses were a factor in any of these games

Nice warm up for The Ashes.

We've faced a significantly better bowling line up than England is putting out at the moment, and we've just bowled the Windies out for a total England can only dream of reaching when they face us at home in Australia.

That is why we are where we are. I used to think we just suck at batting, which we do, but whenever other teams come their batters struggle as much as we do. Even Smith looked all at sea yesterday. Imagine growing up playing in those conditions?
I think it was last year or the year before when India came and all our batsmen struggle while Jaiswal and Rohit were batting like it was an IPL game.

For the sake of Test cricket it's a no brainer. Unfortunately the real world is rarely so charitable. People don't like losing money, or anything that will eat away even the slightest bit at their profits.

Our system has been being rebuilt for the last 6 years or more. The issue is we won't see the impact of those investments for a good few years yet.
