I am not sure what could be done realistically.West Indies has the poorest economy of all the test playing nations, so it wouldn't surprise me that almost all fringe players pissed off at not getting national honors will go to the ICL. The ICL will also target young players in the Windies, thus perhaps spelling the true end of cricket in the West Indies, if something is not done.
I think that the BCCI and ICC should allow teams to pick players who have signed for the ICL, played in it and subsequently left. People should be entitled to try out another competition to develop their own game.The problem is that once a player plays for the ICL, then their boards will not consider them for selection again, due to pressure from the ICC.
