Because they always had one or two seamers who could take 350 wickets, and few others who were in form. Secondly they are not renowned to produce dustbowls as India. Pakistan is notorious to prepare roads, and when they had one or two seamers who were running hot, with reverse swing they managed to win even on roads. So it is not a very receptive place for spin other than in few places. Only one Pakistani spinner averages < 25 in Pakistan (East or West) + UAE. Note Warne and Pervez Sajjad. Wow, really had an awful career outside that didn’t he?Mushtaq Ahmed had a peak of 19 tests between 95 and 98 in which he took 112 wickets @23, despite playing with Wasim and Waqar that time. He took 3 tenfers and all 10 fifers of his career in that period, including matchwinning fifers in Australia, NZ, England and SA. Outside of perhaps Murali, the best peak of any subcontinent spinner. Severely underrated he was.
