Actually Harris was a legit medium-pace (slow medium) swing bowler for the first 5-6 years of his career. It was from about 1996 that he started running his fingers over the ball & bowling cutters as his stock delivery.Harris wasn't a medium pacer IMO. Bowled the same **** that Kumble did.
Anyway I'll nominate Khaled Mahmud, who was ****ing rubbish and pretty much picked as a specialist captain and Bryan Strang. Strang was about as gentle as I've seen from an international new ball bowler.

His CricInfo profile describes his 'bowling' style as "right-arm slow". Serious.Barely a bowler at all (although he does have one test wicket) but Ali Cook must be close to the slowest seam up bowler ever.
