Pakistan is not a member of WADA, so Asif would come back again and that too very soon.
Name any country which has banned any player for using banned substances. Was Shane Warne banned? Moreover profile of the player also matters. Not easy to ban players like Warne...
Ethically speaking or setting an example thing or just plain violation of laws of a fair sport ?
Shane Warne got a real time ban in his career and he was not caught doing it twice. Banning is applicable upon the receipt confirming that the sportsman is a repeat offender and I repeat that when the sportsman is a repeat offender .

WADA have no power to influence this, as Pakistan do not subscribe to them. Nor, UIMM, is there any general line of connection within the game of cricket.
Why isn't Pakistan signed up with WADA, out of interest?

In India (and I am sure elsewhere too) it is common practice for law enforcement authorities to bungle such matters (with very sophisticated deliberation I may add) and weaken their own cases for prosecuting the 'culprit' so weak that they (the prosecution, always lose.
very true in the present case. Starting with a content-less press release that said "someone may have tested positive, but we need to make absolutely sure" and then letting out the name the next day.

Definitely.. Drugs cheats often get welcomed back with open arms once they have served their pitiful sentences.. Doesn't really matter on the sport..

Why shouldn't they be welcomed back once they've served their sentances?

That sentances might be pitiful is a different matter - but the time is the time, if you want the time extended extend it by increasing the ban, don't expect players to be frozen-out once they're available again.

In circumstances where there is no doubt to give the sportsman the benefit of, a life ban has to be automatic. For any sport. Otherwise they will deteriorate to the level of "joke" in the way that cycling and athletics have.
