Or else everyone maintains a wickets and a runs list in parallel and can switch back and forth?
Yes. That's the idea. You can switch back and forth between picking batsmen/bowlers based on how the draft and a going.

You have to pick batsman/bowler lesser than your previous pick only. You don't have to worry about the runs/wickets of other drafter players.

By my estimation we have 16 interested starters. Why not conduct 2 drafts with 8 participants in each (Diminishing Draft I and Diminishing Draft II)? The leading (1 or 2) teams, as voted as per usual, could then go into a Diminishing Draft Final Vote. By having 16 in a draft it can often take a long time between selections.
