IMO these special players are just born with the goods and its just the luck of the country where they are born. However the cricketing infrastructure of the country decides whether they will be a steady supply of Langer,Struass,Imran Farhat and Runako Morton.

I'd say it's a combination of both. Cricketing infrastructure plays its part, yes, but unless you have a reasonable amount of talent/skill/ability, you aren't going to get anywhere.

actually thinking deeper I feel its a combination of cricketing culture and luck. Take for e.g Wasim Akram.Early 80's fast bowling becomes a rage in Pakistan, following Imran's success every kid wants to emulate him and coaches are encouraging this.One of those kid's who is caught in Imran mania is Wasim Akram however Wasim is different from other kids as he has special natural talent for bowling fast, based on this talent he goes on to become one of the best fast bowlers off alltime. He was a special talent but he was lucky that the cricketing culture in the country allowed him to maximize the use of his talent.

These fellas are freaks in their own way, though you'd be more likely to discover them and bring them through properly - in other words, get the best from your talent - if you have the infrastructure.
