Look, it's going to sound bloody horrible to say this, but you're playing cricket in very small, very poor countries when it comes to the WI. Marry that with a dysfunctional organisation(s) and you have a recipe for a shambles (just like Richmond Football Club). What do you want to do, limit the game to countries which can only afford to put up the best facilities and equipment? If that's the case, India would have made its test debut in about 1980,SL in about 2000, Pakistan about 2001 and NZ would be hoping to field a side in 2020. Yeah it's embarrassing to lose so much time due to **** outfields, but it rarely happens.
As for DRS, the ICC should just stump up for a consistent form of it wherever the series is being played. Even in India, heaven forbid. They should also mandate that if you have floodlights you use them. None of this "Team X said they wouldn't play under lights/ under DRS". **** off and don't paly at all then, and forfeit any ranking points.
