Australia, England and NZ are the countries that will be playing regularly. However, signing up for one of them doen't mean you are just going to play for that team as well. You have to be good enough to be selected, so everyone is not going to be playing representative matches. So it doesnt matter how many people have signed up for a country, you'll be competing against them, and every other player in the league for a spot in the national team.
