I am all for this. I don't like to see a washed out match. Fridays forecast rain in sydney will probably make it 3 from 3 in the CB series. Pity it is.
For- Would almost guarantee a finished match, even if it were to be played over two days, spectators would get what they paid for.
Against- Would screw up Television broadcasts, they couldn't put on normal programming for two whole days because the cricket may mess up the scheduling.
Bigger breaks in between ODI's would be required, you couldnt have a reserve day enforced for Sunday's game and expect India to back up for another game tomorrow and yet another day on Wednesday. They do it tests, but ODI's are more intensive and it would obviously be a disadvantage to them because the other teams have had less time on the field.
overall I just want to see cricket games finished however. Other sports can allow for it, why can't Cricket?
