Other than his last few games, Smith was still damn good in recent history. Great record in ODIs from 2014-2018. People just have massive expectations for him.

Would pick him over Smarsh every day of the week and twice on Sundays

Again, in England. Yeah Zampa's taken more wickets on the away tours to India and UAE but this doesn't make Lyon the back-up. We'll see after the squad is picked but given the bowling unit likely to be picked, either it'll be both in the XI or Lyon. Lyon's not a particularly good ODI bowler, I wouldn't have him in the team but there's a reason he keeps getting every opportunity to stay around the squad and that reason is the WC.
It should be between Zampa and Agar. Agar wouldn't be a bad option at all and he performed well in the ODIs in England last year, but I'm assuming he must be injured. I get the feeling Lyon was in this ODI squad mostly because they like him as a bloke and he's the Test spinner.

Agar is massively over-rated IMO. Dosent turn the ball, leaks runs, and his batting is sporadic at best... Lyon and Zampa are far better options

Agar is a better ODI bowler than Lyon in every way, not even taking batting into account

Yeah if they're happy enough to strip the captaincy from Sarfraz, Rizwan is a much better 50 over player. He's been dominating A-cricket in this format for years as well.
