Edit: Sorry but i have to make a correction he faced a World XI 4 times and he faced an International XI 4 times for one team and 4 times against for another team.

Remember not all of these are classed as First-Class as they might taken place during tours.
And he is not English or Australian but did take part in the ROW tours (for this purpose i'm counting an ROW side as a World XI side for ease.)

Sobers played in all their games, so he's my best bet, although I don't know how you get to 18 and I have no idea about the times he played against an International XI.
Failing that, I'd plump for Kanhai or maybe Clive Lloyd.
