Hyping him was not my intention. It was to counter the idea that only world cups matter.
You are right on that one though. Most ODIs outside WC are pretty competitive and teams play their best XI except when they are facing an average side. May be some players are rested here and there right before a key tournament, but they're pretty competitive for the most part and can't be discounted.

This was true 20 years ago, not so much now

Teams do send their best ODI players for bilateral series'. It's not like they send B teams unless the opposition is very weak in comparison. In fact if you look at it from bowlers POV (particularly spinners), it has become way more difficult thanks to the field restrictions and 2 new balls, so Kuldeep's non-WC numbers should definitely get considering when comparing him to Hogg.

Nah they don't. I can't speak for every team but Australia rarely play anything close to a full-strength bowling attack unless it's a proper tournament or lead-up or a high-profile series (even then not always). They literally played an almost second-string side in the 5-game series v South Africa last month. We almost never send a full-strength team to NZ. There was one tour of SA where our bowling attack was all debutants, Tremain, Worrall and Mennie IIRC.

If by "B-Teams" you mean not a single first-choice player is playing then yes that's rare, but AFAIC if there's 3 or more first-choice players being rested you can't claim it's anything approaching a full-strength side.

It's no comparison to the 90s and early-00s. The competitive standard was much higher and full-strength sides more common.

Btw I'm not relating this to Hogg and Kuldeep at all, I don't really care, just pointing out your statement wasn't exactly accurate
