It's a deathclaw scholar from Fallout 2 called Goris. The robe is a disguise and he takes it off when the combat starts, then puts it back on when it ends. Shame he was a bit crap compared to other deathclaws in the game - died way too easy but the deathclaw sounds when they rip into things are awesome.

Fallout is based around the 1950s idea of a post-apocalyptic future, it's meant to be realistic/plausible within those constraints. So there's not magic and all that sort of stuff. So there's not powers as such. There's plenty about it on the web.

Back on topic, kinda, Rashid has all 3 wickets to fall in Warwicks' second innings. 7 wickets in total. Granted Warwickshire are crap but still.
