Philander-Rabada-Cummins since Anderson got good. Anderson has been second to Steyn for most of his career by virtue of longevity, not by being the second best bowler.

Cummins quite clearly. Bumrah needs more than 14 Tests to be rated.

It would be interesting to travel into the future and see how they rate when their careers are finished.

The fact that he's the only lefty in the poll is telling. I have a soft spot for lefties because I am one (This should be added in the 10 things or more you didn't know about SCC1 thread).
