No we can debate and decide these things and team makeup beforehand.It's a really terrible idea to be overly restrictive in these things.
Your suggestion seems to enforce a team balance where there is exactly one bowling all-rounder, and they are a pacer. Sure, maybe most people agree with that for this team. But there's going to be people who want no bowling all-rounders, people who want two bowling all-rounders and asking for a #8 makes the whole thing become a mess. Personally I might respond Knott!

I think it's all red ball cricket being played with whatever weights you want to tests and FC.... I have 4 Asian cricketers in my ATG 11 for now.The big problem with the final ATG XI is an underrepresentation of Asians overall.

I wouldn't really go with Marshall Hadlee Imran as they belong to the exact same era. 1980s.Marshall, Hadlee and Imran/Akram would be a good fit

Why not vote three pacers up front then?Most people voting now do realize that 3 pacers are going to get selected (in what ever order). You vote for 2 now, whoever you consider most essential, and whether or not to include any secondary skills is upto you....
Now when the first 2 have gotten selected, you vote for the third one based on what works best now for the XI
