This was 2 years ago. Butler must have climbed. Chris Gayle's average after removing non-Minnows is not that great.
But atleast Gayle averages 51 against Eng after scoring 1000+ runs against them and nearly 40 against two other major nations. Highest Imran averages against a non minnow team was 46 vs NZ, and below 40 above all else

Also Imran is ranked above Sanga, Azhar, Klusener, Ganguly and just next to Inzamam
You are looking at it the wrong way. These rankings are not definitive but they show general trends. How many 40 @ 80 openers have there been in the last 20 years? Imran had a better average and strike rate than many respectable batsmen like Border and Waugh. Sanga also was only ok for most of his career. His stats are only moderately better than Misbah. Stats can't capture a player's true worth because of team dynamics, how a batsman paces an innings and other factors that can't be accounted for but you are definitely either overrating Gayle or underrating Imran's batting.

Even Imran averaged below 30 for the 12 years of his 18 year ODI career
