in the space of 3 games, Aus went from "Smith will be a floater" implying that as a whole the batting line-up will respond to the match situation to stubbornly sticking with Maxwell at 4 after 2 early wickets.

I don't even mind Maxwell being at 4, but the pivot seems odd.

They are going to have to come up with more successive Moeen overs later if they do. Australia have an all left-handed 6-8 so that might work out well if they can get another wicket before the 10th-ish over

I'm not against that. Spinners' margins for error are so tight that I can cope with ours having one spell of four so they stay in their rhythm.

Says he, forgetting that Rashid bowled the first over of the innings before returning to take a wicket with the first ball of his second spell.

I think captains in T20s sometimes err in preserving their on-song bowlers for the closing overs. Four overs of sustained pressure on the trot can completely change the trajectory of the innings, as opposed to letting batsmen play themselves in against lesser bowlers and then fancying their arm against the in-form bowler when he comes back. Make the most of a good thing while it's still good IMO.

Finch also has an exceptionally good record against off spin, so they're probably holding back Moeen until he's out (if possible).
