Since no one has answered the above, it was said by an imminent Ceylonese cricketer, FC de Saram, when he has seen 17 year old Arjuna Ranatunga has come to play cricket for SSC. In early 1980s the cricket was dominated by missionary schools, and cricketers were from posh back grounds, or "brown sahibs". Ranatunga was from a wealthy family, his father was a MP at the time, but never was from that posh crowd. Neither Ranatunga had that distinct British accent when he spoke English. This hugely insulting remark from an icon of the Brown Sahibs hurt Ranatunga a lot, but then ten years later the same people were hiding for cover against the authority and charisma of Ranatunga, then begging by mid 90s, and eventually cheering him whem WC was won. That remarkw as one of the turning points in SL cricket.

I am sure this came from the other Ian, a noted adversary and some one who couldn't go well with this particular Ian.

That is an old saying in the subcontinent. A tiger's stripes will not change just because it has changed the jungle. "Panchathanthra" is my guess.

Merv Hughes going by memory. What's funny is that he did not know that a tiger has stripes not spots.
Or perhaps he was being philosophical in saying that you cannot change what you don't already have.
