Yes. He had bit more WPM than Murali, but far less tested than Murali on the conditions. So I'd put him next to Murali. For each position we rank the bowler, batsmen x2 the rank of the bowler can be regarded as equivalent (more batsmen than bowlers) . Murali is about 4 - 5, and Barnes one or two places lower. That means any batsman in top 15 is comparable. Viv is surely there. Then comes the argument on conditions that tilts the balance slightly on Viv.

my top 15 batsmen include Joe Root, and like, I don't think he's compareable to either Murali or Barnes

I think he just bowled cutters with extreme movement, swung the ball at first and got unnatural bounce, he definitely had a runup and is unanimously described as a medium pacer, I think Bedser and Tate are probably the perfect analogies as their are stories of people hearing Bedser's fingers while bowling as well.
Issue is cutters are delivered by rolling the fingers. (cf. Mustafizur) Snapping of fingers happens when you give it a rip. May be Bedser is wrongly categorized.
