I know it's irrelevant, but if you extend this to 25 tests you gain WG Grace, Graeme Pollock and George Headley (22, 23 and 22 respectively).

So what do the good bowlers average in SL first-class cricket? 10-15?

edit: yeah actually I don't buy this at all. I've played with quite a few SL first-class cricketers and every one of them has said that there are too many sides and the standard is pretty bad. A good mate of mine played over 30 FC games in SL in the early-2000s and averaged 35, and he was good but not incredible.
Ones who average 20-25 are medium pacers and left arm spinners bowling wicket to wicket and letting the variable bounce of crap pitches to do their work. Actually better pacemen and better spinners who get bounce become easier to slog. Batmen who average 40+ are excellent defensive players of spin. The belligerent ones and better players of pace average less. Of course this is after excluding the hopeless ones. The FC stats of SL players are warped beyond the limit of even being "useful"
