While I generally agree, just playing devil's advocate you have to keep in mind that none of this is a charity. Professional cricket is a business and we can't expect a perpetual sinking of money into unprofitable markets.
There is such a thing as a loss-leader though, which I suspect has been used in the past to justify investment into Cricket USA.

When it comes to Test cricket, the sort of people who follow it will (generally) support their team through the peaks and troughs. There's been some pretty bleak times for most international cricket teams, and those fans have stuck by their teams through those troughs. What is to say new fans enticed by a smorgasbord of T20I will be similarly inclined? Perhaps they only follow whilst their team is successful? Maybe they just want to hear Danny Morrison wax lyrical about another DLF MAXIMUM?

In the meantime, the "uneconomical" Test fan no longer follows their team as that format has gone. When the international team hits a nadir, who's going to still pay to watch them?

During one of the rain delays there was a pretty in depth discussion about the future of cricket between Athers, Ravi Shastri, Pollock, Nasser, Morgan etc etc

Shastri was straight up and just said there needs to be less teams playing or a two tier system and that test cricket should be quality over quantity.

You could have two tiers:

Tier 1: (3 test series min)
Australia
India
England
New Zealand
Pakistan
South Africa

Tier 2: (2 test series)
West Indies
Sri Lanka
Bangladesh
Afghanistan
Zimbabwe
Ireland

And then at the end of every cycle you have a promotion/relegation match or something. Just spit balling. But would surely help ICC in the revenue sharing etc.

Shashtri's a clown. As soon as you become a tier 2 nation in any sport, gg, pack up and go home if you had any hopes to be someone.

And we all know the tier system will only apply to some teams.

Why would West Indies bother playing Tests if it was only against those tier 2 teams, would lose so much money

Yeah, and fans care way more about certain opponents than others. When NZ inevitably falls into the second tier fans would lose all interest in test cricket if all they were exposed to was series v WI, Bangladesh and Ireland.

Decent suggestion by Osman but it would not fly with BCCI I think BCCI is mainly run by career business man who all come from a culture of where the biggest and most powerful makes the most money and dominates based on market share, most of these guys are Chairman or board members of their family companies that are market leaders in their industry so they use the same approach of running BCCI where a complete different approach is needed as global health of the game is very important for Indian cricket to remain an attractive product in the future.

they lose money no matter who they play against haha.
there is a difference between losing a small amount of money by playing against a top side and then making up the deficit with white ball games against the same side as part of the tour compared to losing a large amount playing a side with no hope of ever breaking even though

Yeah I don't think Shastri would actually have pure performance-based promotion and relegation in his two tiered system. You'd probably need to be voted up or down by the other boards based on a really subjective criteria that ensured those three were never actually relegated unless they stopped being financial powerhouses.

So Tier 1 would be India, Australia, England and the 2-3 teams they thought would generate the most interest and revenue for the next cycle and voted up (not even necessarily the three best other teams), and Tier 2 would just be everyone else.

Genuinely can not think of a single thing the tier system will help with, maybe apart from further skewing where the money goes.

We'd get less compulsory Test series between rich boards and poor boards.

This would alleviate the 'too much cricket' problem and allow rich boards to expand their domestic franchise T20 comps until the point we hit the same problem again.

One man's 'help with' is another man's 'rub salt into the wound of'.

I'm all for a Test Tier 2, only if all existing nations remain Tier 1 and we get a bunch of new nations like Scotland, Netherlands, UAE, USA, etc. playing in Tier 2.
