Fixtures out next Thursday 23rd.
Lancashire website claiming:

"Lancashire Lightning will host Durham and Thunder will take on Central Sparks at Emirates Old Trafford as part of a bigger Vitality Blast Off for 2024.

The doubleheader will take place on Thursday 30 May 2024 with Thunder taking on the Sparks in the Charlotte Edwards Cup at 2.30pm before Lancashire Lightning meet Durham in their opening match of the Vitality Blast at 6.30pm.


Vitality Blast Off will return bigger and better next summer with a four-day festival of men’s and women’s domestic Twenty20 cricket - feature seven men’s and women’s T20 doubleheaders.


With the men’s county and women’s regional domestic fixtures to be announced next Thursday, the early release of the Vitality Blast Off schedule gives fans the chance to start planning for next season."

It undoubtedly a colossal mess, however what sort of mess is not clear. Earlier reports implied that the punishment was due to incorrect use of funds - money meant to be used for grass roots development was being spent on the professional squad. This article suggests that it was mostly financial incompetence with the possibility of some personal fraud on the side. Either way the management and governance of the club seems to have been gravely lacking for years.

ECB tinkering for the new season -

Going back to 8 points for a draw again instead of 5 last season.

Kookaburra ball will be used in four rounds of matches instead of two.

As I recall, the kookaburra rounds were not dramatically different last season. Some matches saw more spin bowled and higher scores, but not all of them, and that could also have something to do with the fact that the kookaburra rounds were among the few played in mid summer.

Derbyshire and Glamorgan must be pleased with extra points for a draw. Their home pitches were extremely slow last season.

As for going back to 8 pts for a draw. That is baffling. The intention was to encourage bazball style cricket but maybe they've gone off that idea.

It literally goes against everything the Test Team is trying to do, very confusing.
Some sides probably complained that they've chased victory as draws not worth it and lost as a result.

Compromise that bonus points left as they are(which I find skewed anyway, getting 3 bowling points is very easy, weather is usually the factor in stopping )

As you can see from the tables in the last two years, most sides average over 2+ bowling points a game .

Durham the only side to really embrace and do well with the new batting points compared to 2022

It's interesting that although Australian cricket has a reputation for aggressive batting and fast run scoring, run rates in this year's Shield have been funereal for the most part. Maybe domestic cricket in general just gets worse pitches than Test cricket and makes Bazball harder?

Dukes aren't that much better going soft and out of shape too quickly.

Kent had Billings, Cox and Robinson as potential keepers a couple of years ago. Next season, Harry Finch will be keeping in the red ball game.
