Accessibility. Much easier to travel to see a game from those venues. Lot's of people living in or to the north of E.L.
Won't mean anything when the facilities are not up to standard.
Its not that far between Potch and Joburg hour and a half. Pretoria to Benoni is the same distance as Pretoria to Joburg,45 mins.
As for more people that's not what happens when it comes to attendance. Potch & Benoni consistently have better crowds.

I don't mean total attendance. I mean just people who will not have an opportunity to see a game as a result of living too far. A big fan from E.L. will at least be able to see a minor game this way (it doesn't seem to be a full venue). Potch or Benoni, travelling is more feasible.
