I think it was a second division competition when they brought it back in the 1990s, which is maybe what you remember. Initially it was mostly a first division affair, but there were exceptions. Swindon Town took part because they had won the League Cup but weren't allowed to take part in the Inter City Fairs Cup (it preceded the UEFA Cup) because they weren't in the First Division. Surprisingly, they won the 1969 final and were winning again in 1970, 3-0 at Napoli, until the home fans rioted and Swindon were awarded the final anyway. Looking at the details on wikipedia, the English teams were mostly from the first division but often from the lower end of it. Hence Crystal Palace taking part, as also Blackpool who won it in 1971 and were runners up in 1972.
