He is tall, so even if he is bowling lesser pace it doesn't matter that much as long as he can get the length fuller and seam position right.

In ODI's batsman have to play his shorter bowls more outside off, but in tests they'll just leave it or miss the edge.

The length is the effect rather than the cause. He has tried to bowl fuller earlier as well. But he has been punished because he was doing nothing with the ball. So he had to pull back his length (). Now he has a little consistent movement going, he can afford to pitch it up more.
