wouldn't Viv just be a cheatcode on those flat-wicket-big-bat run fests? Kapil would likely struggle with the ball.

Viv would be similar or better than peak Gayle. Kapil would be similar or better than Russell.
Viv would be better choice but Kapil not far behind.

isn't Russell like way faster than Kapil and can bowl a mean bouncer/yorker? That would be a factor on LO roads really, Kapil was a 130-ish bowler relying on outswing from good length, don't think these T20 leagues offer enough with the balls or in the pitches to support a seam reliant bowler.

Kapil was an outstanding one day bowler. Even when he lost his pace and swing he had great accuracy

The one day Cricket of the time was a lot different though, red ball had more movement, much more bowler friendly wickets and so forth.

In the 1980s Kapil’s economy rate had a good economy rate, better than the likes of Akram & Imran.

If we are assuming Viv can translate his destructive ability with the bat to the current era, shouldn’t we also apply the same criteria to the bowlers as well.

I think their is a universal understanding that Limited-Overs bowlers from 1970s and 1980s would not be able to translate their stats 1:1 to modern day LO Cricket because of bowling being a much harder job today. While, Batsman from the 1970s and 1980s would've an easier time today as the progession of Limited-Overs Cricket has been very biased toward batsmen and therefore the batting has become easier.

Regardless, I think it's probable that Dev might do well in modern day One–Day Cricket, but T20 is a different matter.

Russell is not way faster, he is mid 130ish and he has terrible accuracy. No way comparable a bowler to Kapil. In T20s, Pace isn't the thing you need for success anyways. Bhuvi is India's 2nd best T20 pacer, he is much slower than Kapil. Gul is Top 3, wasn't that much faster. Accuracy and control is significantly more important for a good ER, and aided by controlled movement, can't see Kapil struggling in T20s really. The high pacers like Thomson are more likely to have a bad time.

so Alec Bedser would be a more successful quick than Frank Tyson in LO?

Russel in his hay day was touching 150k. He cannot keep up that pace for long, but he don't need to bowl much in T20s. So even erratic, quick enough bowlers can become good in this game. Bowlers who bowl ling and length with subtle variations are the ones that will get targeted in T20I, but IPL, batsmen are of lesser quality in playing swing and seam, so they may excel.

Kapil would be a batsman who bowl in T20s. His breezy 30-40s are excellent in the lower order for T20. He might even bat little higher in the order too.
