i think the blower with more variations means he is more skillful.
So i included these 2.
All cummins is does continuously hit a good length in test cricket with a bit of seam movement. In LOIs he adds slower off cutters. That's it. Bhuvi doesn't have many variations either.

I define skill as mainly just who would remain the most effective even if they lose their physical gifts, Barnes was a biological freak most likely so maybe he doesn't count.

Overall swing: Marshall, but Bumrah is nearly there.

Reverse: Wasim in terms of what he was capable of, but Imran was more effective at it.

Seam: McGrath, but Asif to me was the best new ball bowler I have seen and generated more movement than McGrath. But not long enough career.
What? How are Bumrah and Marshall better than Wasim in overall swing? Both are probably better at seam than Wasim but Wasim was better at swing.

Who is the complete package according to you?
Marshall. Could swing and seam the ball both ways, was genuinly fast, had cutters in his armory, and had a great bouncer. Bumrah is close.

Marshall, Barnes, Bumrah and Akram would probably make my top 4, and don't really want to mix up spinners here. If I had to, It'd be a tie between Murali and Warne probably. Both spun the ball alarmingly, and Murali had the doosra. Warne didn't have a proper googly, but his flipper redeems him imo.

What? How are Bumrah and Marshall better than Wasim in overall swing? Both are probably better at seam than Wasim but Wasim was better at swing.
I wouldnt put Bumrah up there yet because of shorter career, but both Marshall and Bumrah combine versatility with being able to read batsmen, and Wasim wasn't outstanding at the latter.

If we're taking white ball skills into account too, such as nailing your yorkers, variety of slower balls etc and factors such as reading and planning specifically against the opposite batsman, I'd go Bumrah.
