One format or all 3? Gill or Shaheen probably the best across 3 format, green probably has the highest cieling as a cricketer.

Hard to say then honestly. Shaheen has 100 wickets @25 in test's but struggled in AUS and ENG when he toured there a few years back, fantastic in the SC and windies though. He toured the windies more recently and that was when he had test cricket figured out, so i'de like to see him tour AUS and ENG again now and see if he struggles again before writing him off completely.

Gill struggled in the 1 test he got in england but dominated ***-starc-haze in AUS and averaged 50+ when he toured there. He struggled vs ENG and was ok vs NZ when they toured india but more recently averaged 50+ vs Aus in IND and his batting across all formats has come along way between that AUS series and ENG/NZ period, so i'de assume the later is more an accurate reflection of his ability.

Green's a bit of an odd case. Averaged 50 with the bat in Asia across 7 test's but only took 1 wicket at an average of 100, while at home he's only averaging 32 with the bat, but also has 20 wickets @25.

Brook's played 6 test's, 5 away from home. Didn't do much in the one home test he got but also didn't really get a chance to bat in that, while away he's made 4 hundreds in 5 test's, won england a series in PAK and carried them to a draw in NZ.

I'm gonna rule brook out for now, because he hasn't played enough at home and the away locations he's played are the easiest places to bat in the world bar sri lanka and he faced second string PAK/NZ attacks during those series. Think a better fourth option would be abdullah shafique, 950 runs @47 opening the batting so far, also has a larger sample size to draw on.

Right now i'de probably take Green as the best, at home he's been a gun allrounder and away he's been as good as good a bat as gill, but I can see brook/gill overtaking him if they play some more at home and do well or if shaheen has some more cricket in SENA and does well, which he really should.
 
I like the look of the youngster from Afghanistan (no, not Rashid Khan!), Noor Ahmed.

He will soon be the best left arm wrist spinner in the world, eclipsing Tabraiz and Kuldeep
