I think Marc is right here that it was just a mix up by Blewy, however iam willing to put my hands up if Blewy has decided to change thing slighty.
However I think people are jummping ahead here in a earier post by Blewy (see below) he does say he will put a set of rules out soon, so as the draft isn't for at least a month we can wait and let Blewy put his verision out rather than be guessing at thin air.
