On a pedantic note, Albert Trott also played 3 home Tests, they just weren't in England. Conversely, Frank Mitchell did play a few Tests in England, but for South Africa. The other 7 England players who appeared in that series, as stated, never played in England, or indeed in Australia (4 of them never played outside that 1899 series, the other 3 - Hawke, Bromley-Davenport and Board - each also went on another tour of SA).
