I am using 75-25 weightage scale for Tests:

Tendulkar
Richards
Lara
Smith (I think a little underrated in ODIs)
Gavaskar (Again, not much in ODIs but definitely better than often gets credit for. SR of 62 wasn't much slower than others of the era)
Chappell (Great in ODIs as well)
De Villiers
Kohli (close between these two, very close. Could include Ponting as well)
Ponting
Sangakkara
Kallis
Waugh
Dravid

No matter how low a weightage you consider for odis, Gavaskar has to be last if for nothing else, his 36*. Kallis and Dravid were both good odi batsmen, miles above gavaskar in that format. Waugh wasn't particularly great in odis but he atlesst had that legendary hundred vs SA, if it'd been gavaskar that day he'd have ended on 22*, blamed the others for not providing enough support and then taken a net session after the game practising his forward defense. How he's not unanimously last here is baffling.

Border was worse than Gavaskar in ODIs imo. While Sunny had the worse innings by far, that was very early ODIs days. He later turned into a decent ODI batsman for the time.

Gavaskar: 3092 @35.1, Sr 62.3
Border: 6524 @30.6, Sr 71.1

Considering Border played ODIs till much latter than Gavaskar, it's definitely worse imo. And for context, record of some of the leading ODI openers of Sunny's time:

Greenidge: 5134 @45, Sr 64.1
Haynes: 8648 @41.4, Sr 63.1
Turner:1598 @47, Sr 68

What I am trying to say Gavaskar is overhated in ODIs for one match and his SR was damn average for the era.

All you have done is rank them as ODI players.
