I voted Saqlain. I think it's close between him and Chandra/Prasanna.

Saqlain:
- First spinner to really trouble Sachin and conquering India
- Very highly rated in the 90s
- Innovating a delivery which became a stock weapon for spinners ever since
- Won games away and home despite tougher home wickets than the others
- Very minor bonus points for being an ATG LOI spinner
