Yeah he can now but you don't want to be telling Bell he's #3 if a wicket falls in the first 15 minutes and #5 if it doesn't; it's just needlessly confusing. Once Trott couldn't bat straight away they changed the batting order.

Just think they need to get in on this pitch. Take as much time as they need. Every time a partnership's got going in this match, it's looked very tough to break.
