I think it's more that he just scored 180 in his last Test, I know it was only Zimbabwe, but tough to drop him after that. And for all Bethell's obvious talent, worth remembering that he's yet to score a FC ton. It's not like when KP replaced Thorpe.
I get that, but I was thinking more about what happens if you do need to change batters in the series if someone's having an absolute stinker.

Pope's 196 is probably the best batting perf by an England batter in recent memory. And there's no Ashwin to trouble him. Bethell is hot on his heels though.

I'm surprised India are not playing any 2 or 3 day matches in the middle of the 1st and 2nd tests against one of the counties. Inter-squad matches and net sessions are not going to cut it at this point. What are they going to do in order to learn from their missed opportunities in Leeds? Or are they just in the UK for some shopping in London?

Has Hardik completely given up on Test cricket? (guessing his body still can't handle more than the short format) He'd probably be more useful than Thakur.

It seems he's just not part of any plans going forward. Though to be fair, I don't know if it's said anywhere this is forced by his fitness issues or a conscious choice to stop regardless.

Yeah, he's got a lot more on offer as a batting and bowling option than Shardul, you could play him at 6/7 depending on if you want the extra batter or the extra bowler, and then fill out the bowlers based on conditions.
