Bowled to better ODI batsmen than Garner. The best batsman of Garner's era was in his side, while McGrath's case there were many ATG batsmen he bowled to.

Yeah also Garner played against weaker NZ sides for many matches

Kohli is a statistical outlier bigger than McGrath and he came after McGrath. Simply put, it's just a skill issue for McGrath, he's just not good enough.
