I don't care that it was the west indies, but bumrah's best bowling display was the WI tour in 2019. The level of skill he displayed there with respect to control of extravagant swing in both directions was outrageous.
I get so annoyed when a players most outrageous displays of skill come against a mediocre side and are then viewed a bit sketchy

Shoaib was a force of nature, so it's very hard for me to vote against him.

Bumrah has put in some of the best performances that can be expected of a mortal great though, and he's top 2 in his era rather than top handful so it's him. Almost all of his 32 tests have been concentrated greatness, whereas Shoiab played more but had a higher proportion of duds.

Bumrah has much better skills and puts them to work better.

But boy, when on song, there is no force in cricket as destructive as Shoaib.

Shoaib under Imran's captaincy against 80s WI side would have been extremely entertaining, especially bowling against players in sun-hats.
