Yeah, I think the biggest 'solvable' problem (I regard the quirk of longevity in 'gap years' we were discussing in here unsolvable as no amount of extra data will reconcile the problem there) it has at the moment is players benefiting from home conditions that really suit them, or being at disadvantage if they don't (even if we're just talking "low scoring country" v "high scoring country", ignoring pace/spin differences for a minute).
It's really good at figuring out how difficult exactly away matches are because, for example, should a player be playing England in England, the flatness or lack thereof of the pitches in England is already baked into England's home performance stats... but if we wanted to figure out how to standardise the performance of the England players in that game, the away performances of the team they're playing against all number of opposition says a lot about the quality of the opposition but nothing about the pitch the game is being played on - not in the way it automatically does for players playing away. Playing "at home against Australia in 2018" is a different sort of thing for Philander in SA as it is to Junaid in the UAE, but it'll standardise the performances of those players in those games in a very similar way. So I'm working on a way to adjust for this.
I think you're probably right in there being some sample size issues if you tried to do it ground by ground, as some grounds throughout history have only had a couple of Tests. What I do think could be doable is a modifier for the flatness of each country's home pitches as a whole at any given time when standardising home performances, and possibly even a separation of spin and seam bowling effectiveness eventually. I do think I have the data to make a meaningful 'home pitch flatness modifier' for lack of a better term, and it'll probably be the next thing I work on.

I've experimented with a measure for this (in conjunction with the weldone-suggested method of giving 0 credit for years in which teams play 0 Tests), and there seem to be some pretty huge gains for Australian bowlers post 1990 in particular -- McGrath ends up #1, Mitch Johnson's standardised average goes down at 21 and he comes in at #27, Hazlewood's standardised average drops below 20, Siddle moves into the top 50. Conversely the Australian batsmen from this sort of period take a hit -- Khawaja and Voges in particular get rekt.
Dempster's standardised batting average skyrockets to 83 (!!) -- it's obviously determined the NZ wickets of the time to be particularly lively and he had a good starting point, but 83 is basically h4x.
I've only just posted an update in here so I'm not going to post another huge list in the thread so soon, but I've created another Google doc for this method in case anyone wants to look at the full list:

Time for a new update. I've added a few things since the last big one:
Some random thoughts on the new lists:
- Longevity for no-Test years: After going back and forth on this for a while, I've decided that years in which a player's team don't play any cricket at all just won't count at all. I still don't love this, but the fact that players can weirdly end up losing longevity by playing using variations of other methods has meant I think this is the least bad option. (weldone to cheer)
- Pitch analysis: I've developed a metric to standardise pitch conditions between countries. It looks at country's pitches over time rather than each individual pitch, but I was impressed with the results it spat out; they're more or less what you'd expect. I've used this to further standardise performances of both batsmen and bowlers.
- Spin/pace split: Similar to the above but specifically applied to bowlers, I've had it analyse how friendly pitches are to pace and spin separately, and had it evaluate the performances of spinners and quicks separately. It's worth noting that I've only applied this to games after WWI given the ambiguity and general fluidity about what bowlers bowled in the early days of Test cricket.
- Qualification for the list: There used to be a few ways you could get on the list (X wickets or X matches or X longevity), but I've simplified it to just three years of standardised longevity for both batsmen and bowlers to get rid of some of the weirder outliers and keep the lists tidier. If you want to know the figures of a player not on the list however, just ask and I'll let you know.
- Ireland and Afghanistan: I actually can't add them in until they've each played one home game and one away game. Hopefully that's soon so I can fix it. As it stands these games are not yet counted as Tests by the algorithm.
- Fine tuning: It tended to make both batting and bowling averages lower for various reasons, and this is only a cosmetic change as the ordering would have been the same, but I've fixed that.
- I'm going to post the lists in this thread whenever I make major updates, but I've also got a Google doc going that I'll try to keep updated with new matches even when I'm not changing the formula. It can be found here:

Some random thoughts on the new lists:
- Lillee seems to get rekt more and more every time I improve the formula. I might try a separate version that includes WSC just to see where he'd come out with that included; I think his performances in that account for quite a bit of the gap between his actual Test record and his reputation.
- I never thought I'd see a statistical analysis built around averages and longevity that ranked Warne ahead of Murali, at least not without just straight up excluding some games. Given the algorithm does address the two main things Warne point to -- Murali playing on more helpful pitches and disproportionately playing weaker opposition -- I suppose it makes some sense, but I'm still pretty surprised we've got Warne at #2 (edit: was a bug, he's at #5) now.
- Cowie h4x is bigger than ever. EDIT: Was a bug, fixed
- We now have Nissar and Amar h4x to join him, I guess owing to their dead home wickets. EDIT: Was a bug, fixed
- I never loved watching him bowl and I opposed his recall, but Mitchell Johnson's career looks quite underrated in hindsight. We know he had that crazy peak towards the end, but his average standardising to 22 across his entire up and down career says a lot for him in a more overall sense IMO.
- Given 4th and 8th on the bowling list are separated by just 0.01 value points, Steyn probably only needs to play another series or two and not be crap to get into fourth. EDIT: Was a bug, fixed
- Apparently right now Australia serve up the worst wickets for both quicks and spinners. Muh roads, man.
- Kohli so high already is pretty scary.

What's the time period you considered: 2 years, 3 years, 5 years?
Let's say it's 3 years for example: Did you simply take a ratio or a player rating adjusted ratio?
For example, let's say the overall batting average is 27, but India 2004-2006 batting average is 40. Did you then just simply take 40/27 as the factor for India 2004-2006 or also adjusted for the higher general Indian batting quality during that period? (So in reality it maybe lower than 40/27)

The answer to this is rather complicated, but I'll have a go.
To start simply and then zoom out, pitch flatness is determined as follows:
Sqrt [(Home batting average / Away batting average) * (Home bowling / Away bowling average)]
Pitch flatness for just spin or just pace uses the same formula, but only takes into account quicks or only takes into account spinners.
That looks simple enough, but how "home batting average" for example is calculated at any one time is much more complicated. There's not a set period -- it technically considers every game in the history of cricket -- but the closer to the date in question, the higher the weighting it's given. The exact formula is: 1 / (1.5 ^ years between target calculation year and match year). So in determining the home batting average of team in August this year, a game today would count for about 1.22 times more than a game a year ago, and about 2.75 times a game three years ago. By the time you're talking about a game decades ago it'll only count for anything meaningful if there aren't more recent games. A game from 20 years ago only counts for 1/3325 of a game that was yesterday.
Now this probably sounds like having recently played particularly good or bad terms could skew things a lot, but it doesn't actually work like that -- "home batting average" for example is just an average of all the home averages a team has against every other team (so South Africa's home batting average right now for example is their average against Australia using the above formula, plus their average against India plus their average against Sri Lanka etc etc, divided by 9). Each match-up is treated in a bubble to avoid this sort of skewing as a result of some teams playing together more or less often. It'd be more correctly called an average of batting averages than just a batting average.
I'm sure I've done a pretty awful job of explaining all that but it doesn't lend itself well to explanation. If you give me a random date I can tell you how it ranks the pace-friendliness and spin-friendliness of the teams on that date.
