Bumrah because of the relative performance to era. ODI cricket evolved a lot in the 1980s. Garner a tad premodern

I love Bumrah more than any other cricketer, but it's a tad bit premature to compare him with the Greatest ODI bowler of All Time imo; or at worst the 4th best, based largely on a T20 tournament. Bumrah is already the T20 GoAT bowler for me, no questions there, but I don't think he is that much ahead of Starc in ODIs.
For reference, I ran a poll sometimes ago and he literally got 0 votes against Starc, and I can't believe he has done much since in ODIs.

the greatest ODI bowler of all time is Akram, starc and bumrah in the discussion for second. Garner competes with brontosauruses. He is premodern in the ODI era
