It wouldn't really be consistent to say "West Indies isn't a country, so you can pick a Barbadian and a Jamaican (say)" and also "England and Scotland are technically part of the same country, but don't worry about it".

Scotland have their own international team and scarcely a Scot has played test cricket tho. Wales is combined with England; Scotland isn't.
This has really turned out to be a top-end draft with just a little spreading out. I am thinking of a follow-up draft with more emphasis on birthplace diversity so might try to get it off the ground at the end of this one.
