As an outsider with an oversimplified take, I felt Razzaq was the better allrounder for ODIs and Mahmood was the better allrounder for tests. Of course, they could play both in both formats where it made sense as well.

Very much agree. But neither of them were out and out strike bowlers to be part of a 4 man attack, or a batsman to be in a 5 bowler attack.

However when you have three bowlers and six batsmen and two all rounders, the entire workload sharing and tasks changes. They could have formed a nice partnership with Wasim / Waqar / Shoaib and Asif.
