It's unfair if weren't told ahead of time. But one would think that they would prepare for such an important thing.

Agreed, particularly given the profiency in written English may not be high among some of the Umpires who have studied in native tongue.

BTW, profiency or Fluency in English does not make anyone a better Umpire than they really are...

But If you want to serve as an International Umpire then fluency in English has to be pre-requisite.

Given most SL Umpires train in native lingo (Sinhalese) it would've made sense to hold the Test in Sinhalese and then choose the top 4-5 candidates and then get them proficient in English ....by giving them access to English Language training courses .
That's what I would have done, because best Umpires do not need to be fluentest speakers of English Language nor do they need to the fluent writers of it... So long as they can stay impartial and do a good job in the middle....Language skill only plays a fractional role in Umpiring, IMO.
