The way I see you take his records with the era. So Steyn was fantastic in Aus(by virtue of WPM, as well, and his SR). And in Eng, he played against their best lineup in decades on flat wickets, so performing better than two of the bowlers most attuned to those conditions means you are good there.
Look, no doubt Eng and Aus in his time were flatter so I don't think he was the seeming level of averaging 32 and 30 there. I think his adjusted averages would be somewhere around 28/29 and 26/27 in these countries assuming regular pitches, which would be middling and good, not good and near ATG.

Slightly better than IK I agree but both good level IMO.
Good in Eng. Near ATG in Aus he outperformed all his contemporaries there average wise, his WPM and SR anyways are awesome there. His adjusted average would 24-25 there. And don’t look at their average in isolation, seen in combination of WPM and SR and the fact that he was the most important bowler in SA’s initial series win there.

Steyn’s adjusted average would be clearly less than Imran’s and a better SR anyways. Atleast very good if Imran is good there. Although Imran Steyn overall are neck to neck

His average there is 28 btw.

I enjoy the fact that Steyn lost only 1 game in either Aus or Eng, and it was a dead rubber. It helps that he had a strong batting lineup, but he sealed every series he properly played in with a spell or 2 of chaos. Happened in a bunch of other series in other countries too, so not a samplesize LOL.
