Indeed the WI rated him highly.The thing is the players you have mentioned weren't openers and SG did it for the majority of his career when India weren't strong.If Gavaskar is out, for example, other guys like Laxman, Amarnath etc would be in with a shout who would otherwise not make the XI. The WI quartet for example rated Amarnath higher than Gavaskar.

I think the primary thing that holds him back is the number of Tests he has played compared to others. If he can play another 25-30 Tests with a similar ish average, I think he will be up near the very top.He has to be based on his absolutely insane bowling average.
He's already in my top 5/6 greatest bowlers of all time. He's the best bowler of his generation across formats so he has to be up there.
