not really true, if it were, then modern day South Africa would win a lot more than modern day England.
Can you really say Modern day SA (which is from when again?) had a great balance of batting and bowling or even an overall better bowling attack compared to England in that period? I'd have thought SA overindexed too much on bowling and didn't really fix their batting for a good while, and that they didn't always have a great attack regardless of how good some bowlers were. Even then, their bowling has helped them win games they wouldn't have otherwise with worse bowlers.
