Well yes, of course - I mean in terms of how common it is in the 20 over game.

I’d say that it’s more frequent in this format, because it’s only 20 overs.
In tests, we’d sometimes see the same amount of bowlers used but it’s when the innings have stretched past 100+ overs.

Teams would most often use six bowlers I'd say. Seven would be rarer but definitely still happens pretty regularly. I think it happened here because the pitch was unexpectedly ragging so much. Nepal's best bowler today is an opening batsman who has only bowled in his 9 out of his 45 games.
Could make an interesting XI, the 'moral/legal disgust' XI. Spots for Kuggeleijn, Roydon Hayes, Gunathilaka etc.
