I don't think 2023 deserves to be higher than 2015 really. Also, 1999 was actually a good team, but not that great imo; especially given two better teams played.2007

India do have Dhoni as captain so maybe you might be right.Fair, although they would be likely to be fail on tougher surfaces. They lost to a very weak SL in the WC. Plus I think India were more dominant overall, only lost one match. England lost to very weak Pak and SL sides

But surely 1999 is not far ahead of 2015 and 2003, and the 2015 team was also more or less supremely dominant throughout the cup except for one close loss to NZ. Wouldn’t looking at the cycle before make more sense if you want to do that, given the way teams have traditionally built towards the WC?It can be easily decided by how much they dominated till next world cup.
