Kapil over the longer time frame.

Gillespies peak was peaker. There was a time earlish in his career where he would regularly match or even out bowl McGrath.

Which Kapil may have done too if he bowled with McGrath.

Gillespie's peak ICC ranking was #4 while Kapil's was #2. I don't think it's quite that straightforward that Gillespie had better peak.

Thats more of a measure of where other great bowlers were in their career tbh. During Kapil’s peak he and Botham were both smashing it (Botham ranked ahead) but Imran, Hadlee hadn’t blossomed yet and Lillee, Roberts, Holding and Garner hadn’t played for 2 years at that point either. Despite some of these guys technically being in their peak, their ratings had declined at that point whilst Kapil had been spamming tests during that period.

For Gillespie, when he was at his best he had Pollock, Murali and McGrath ranked ahead of him. All in their peaks and all of them have top 20 5 year peaks.

Kapil’s performances in the Windies and Australia elevate him a bit above what his average might suggest but he just struggled too much overall across all conditions for me. Gillespie also did play the majority of his career in the 2000’s.
