Really, it's precisely why it's the worst possible way to implement the technology. Correct decisions shouldn't be a tactical tool for the captains. Better than not implementing it at all, however, so I'll live with it.

The act of appealing is often a tactical tool, deliberately shooting a wide down the leg-side is a tactical tool, etc. As you said, better than not having it, especially since, with the 2 unsuccessful appeals, that captains sometimes use it tactically often ends with them all egg-face.
